The state first announced the 2035 objective in December 2020, with Newsom claiming that it will reduce greenhouse gas emissions by 35% in the country’s most populated state.

The governor’s 2020 directive urged the California Air Resources Board to design and implement regulations to reach the target, as well as to develop rules requiring all medium and heavy-duty trucks to be 100% zero-emission vehicles by 2045 “where possible.”
