On Halloween, Don Mitchell Jr., the mayor of Gotham City, is assassinated by the Riddler. Bruce Wayne, a reclusive billionaire who has been operating as the vigilante Batman for two years, is investigating with the Gotham City Police Department (GCPD). The Riddler put a thumb drive in Mitchell’s car containing photographs of Mitchell with a lady, Annika Koslov, at the Iceberg Lounge, a nightclub run by the Penguin, gangster Carmine Falcone’s henchman. Batman and Gordon uncover this. While the Penguin claims ignorance, Batman notes that Annika’s roommate and close friend, Selina Kyle, works as a waiter at the club. When Batman follows Selina home to question Annika, she vanishes, so he sends her back to the Iceberg Lounge to look for answers. The Riddler reveals that Thomas, who was campaigning for mayor at the time of his assassination, hired Falcone to assassinate a journalist for threatening to disclose embarrassing details about Martha’s mental illness history. Bruce confronts Alfred, who claims that Thomas just asked Falcone to intimidate the journalist into silence and that he planned to turn himself and Falcone over to the police once the journalist was slain. To prevent this, Alfred believes Falcone assassinated Thomas and Martha.
After learning that Falcone strangled Annika because Mitchell told her that Falcone was the informant, Selina tells Batman that Falcone is her inattentive father and plans to kill him. The Riddler kills Falcone as he is being detained, but Batman and Gordon arrive at the Iceberg Lounge in time to stop her. The Riddler is revealed to be forensic accountant Edward Nashton, and he is jailed in Arkham State Hospital, where he informs Batman that he idolizes and draws inspiration from him when pursuing corrupt officials. When Batman searches Nashton’s apartment, he discovers that he has planted car bombs throughout Gotham and built an online following with the intention of assassinating mayor-elect Bella Reál.
The bombs blow apart the breakwaters encircling Gotham, causing the city to flood. Nashton’s minions attempt to assassinate Reál but are stopped by Batman and Selina in an indoor arena, where a shelter is set up. Nashton befriends another convict in the aftermath,[a], while Selina decides that Gotham is beyond saving and flees. Batman lends a hand in the rehabilitation work and promises to instill hope in Gotham.
